Summary of request
Mean expenditure is calculated by assigning the total expenditure to the household. Expenditure has been equivalised using the modified-OECD scale. Expenditure is calculated to be consistent with disposable income as defined in Effects of Taxes and Benefits. The household reference person (HRP) is the person with the main responsibility for the property, for example the person who owns the property, or who is legally responsible for the rent. If this is joint, the household reference person is the person with the higher income. If the income is the same, then the eldest person is selected. Income figures have been deflated to 2017 to 2018 prices using the consumer prices index including owner-occupiers' housing costs (CPIH) and excluding Council Tax.
