Please can you provide me with the following: all cancer incidence rates broken down by ward level or by whatever micro level of data has contributed to the collation of these figures for the most recent year which figures are available.

You can find cancer incidences for 1971 to 2016 as part of this bespoke request which has been released under the ONS Open Data Policy:
The latest available cancer incidence rate for 2016 and is available by regions of England (formally known as Government Office Regions) in Table 6:
It is unlikely we would release ward level data due to disclosure controls, however bespoke tabulations of cancer data for England or sub-nationally can be requested (subject to legal frameworks, disclosure control, resources and agreement of costs, where appropriate) from Health.Data@ons.gov.uk
For access to microdata relating to previous publications you would need to apply through the Accredited Researcher scheme to the Secure Research Service. Details of the scheme, including a data catalogue, application forms and guidance are available on our website:
