You publish an UKSA organisation chart on your website (UK Statistics Authority > About the Authority > What we do > Corporate Information > Other Corporate Information > People matters).

It shows that the head of regulation reports to the chair of UKSA.

The latest annual report: https://www.statisticsauthority.gov.uk/publication/annual-report-and-accounts-201415/ seems to suggest that:

  • the NS is UKSA CEO , and the regulation function (and thus its head) is part of UKSA
  • the head of regulation's pay etc is determined by the remuneration committee that includes the NS as CEO (and that his is the only salary not determined by the remuneration committee)
  • the NS is the sole accounting officer.

It is hard to see in what sense the regulation team does not report formally to the NS. In such a case, its head should thus have a solid line on the organisation chart to the CEO, even if there are dotted lines to the non-execs. (There are other dotted lines on the chart which seem to be correctly used to reflect a professional link, if no line management role.)

Please can you publish the papers that explain or justify the solid line in the organisation chart between the chair and head of regulation, and lack of line between the NS and head of regulation?

You asked about our corporate organisation chart and the line between the Chair and the Director General for Regulation and reporting arrangements.

The Director General for Regulation reports to the Chair, this is represented by the direct line on the organisation chart between the Chair and the Director General for Regulation.

This is consistent with Section 33(3) of the Statistics and Registration Service Act 2007 (http://www.legislation.gov.uk/ukpga/2007/18/contents) which clearly states the Head of Assessment may not exercise the functions of the National Statistician, may not be a member of his executive office, nor may take part in the production of statistics. The Director General for Regulation is appointed by the non-executive members of the Board, see section 5(3) of the Statistics and Registration Service Act 2007. The Director General for Regulation's performance objectives are agreed between him and the Chair and similarly the end of year performance review. The Remuneration Committee is chaired by the Authority Chair, it considers end of year bonus awards for senior staff. In the case of the Director General for Regulation, this is determined by the Chair's direction.
